Regional Reduced Fare Permit (RRFP)

About Regional Reduced Fare Permits

A Regional Reduced Fare Permit (RRFP) costs $3 and entitles you to reduced fares on Metro Transit, Washington State Ferries, Community Transit, Everett Transit, Intercity Transit, Jefferson Transit, Kitsap Transit, Mason Transit, Pierce Transit, Skagit Transit and Sound Transit.

A Personal Care Attendant Regional Reduced Fare Permit is available for persons who need assistance to ride the bus.

Each transit agency sets their own reduced fare structure.

Regional Reduced Fare Permits and ORCA

Do you need an ORCA RRFP card?

Yes, if you

  • Ride the bus or train frequently.
  • Transfer between Metro and Sound Transit or other transit services.
  • Don’t always have the exact fare.    
  • Want to buy a monthly or annual reduced fare pass (like the old-style pass stickers).

No, if you

  • Travel on Metro only.
  • Plan to pay your fare with cash.
  • Ride Metro only once in awhile and don’t mind paying cash fare. (“Metro only” transfers will be available for cash-paying customers.) If so, you can continue to use your existing RRFP card.

Things to know about RRFP and ORCA

Monthly Reduced Fare Passes

If you purchase monthly Reduced Fare passes, you will need to get an ORCA Regional Reduced Fare Permit by July, 2010. Starting that month, Metro will no longer sell monthly Reduced Fare pass stickers.

Transfers

Link light rail will honor transfers from Metro with monthly Regional Reduced Fare pass stickers until July.

For all other transfers between transit systems, you should get an ORCA Regional Reduced Fare Permit.

ORCA provides automatic transfers between systems within two hours. 

Metro Transit will continue to provide paper transfers between Metro buses only for those that pay cash.

How to Exchange Your Card

You can trade in your old-style Senior or Permanent Regional Reduced Fare Permit for an ORCA Regional Reduced Fare Permit at any time.

Just mail or bring in your old permit, and we’ll give you an ORCA Reduced Fare Permit at no charge.

Seniors may trade in their old-style Regional Reduced Fare Permits at our Customer Service offices.

Non-senior Permanent Regional Reduced Fare Permits are available at the King Street Center Customer Service office only.

Temporary RRFP cards

New temporary RRFP card holders will always receive an ORCA RRFP card. 

Current temporary RRFP card holders can get an ORCA RRFP card when their old-style permit expires at King Street Center.

If you do not have an existing RRFP card

If you do not already have a senior RRFP card, you must apply in person at either of our Customer Service offices.   Bring proof of age and a $3 application fee. 

If you are under age 65 and need a disability ORCA RRFP card, you must visit Metro’s King Street Center, have your photo taken, submit an application, and pay a $3 fee.

Persons 65 and over (Senior Permit)

In Person

Pictures are not required for persons 65 and older for the permit. Senior Permits can be obtained in person at Metro's Customer Service offices for a $3 fee and by presenting one of the following:

  • A state driver's license or I.D. card (expired cards acceptable); OR
  • A birth certificate; OR
  • A passport; OR
  • Any state or federal document that contains your name and birthdate.

By Mail

To obtain a permit by mail, call Customer Service at 206-553-3000, TTY users please dial the Washington State Relay Service at 711, to request an application or download and use the RRFP Application Form [.PDF 435KB 2 pages].

  • Complete ONLY the FRONT of the application form and sign it.
  • Enclose a check or money order for $3 made payable to Metro Transit.
  • Enclose a COPY of one of the following to verify your age:
    • A state driver's license or I.D. card (expired cards acceptable); OR
    • A birth certificate; OR
    • A passport; OR
    • Any state or federal document that contains your name and birthdate.
  • Mail completed RRFP Application Form to:

Persons under 65 (Disability Permit)

Persons under 65 who qualify for a permit due to a disability must have their picture taken for the permit when it is issued. Photos are taken only at the Customer Service office (Pass Sales area) at the King Street Center.

To obtain a permit based on a disability, please bring a completed and signed application form IN PERSON to the Metro Customer Service Office, 201 S. Jackson St., King Street Center (next to Amtrak Train Station) Monday through Friday, 8 a.m. to 5 p.m. The permit (or replacement) costs $3.00. (Please bring photo identification.)

Qualifications

To qualify for a Regional Reduced Fare Permit, you must present proof that you meet one of the following criteria:

  • you are 65 years of age or older; OR
  • you are currently certified by the Veterans Administration at a 40 percent or greater disability level; OR
  • you have a valid Regional ADA paratransit card; OR
  • you have an obvious physical impairment(s) meeting the medical criteria for the program; OR
  • you are certified by a physician, psychiatrist, psychologist (PhD), audiologist, nurse practitioner (ARNP) or physician assistant (PA) as meeting one or more of the medical criteria established for this program. Call Metro at 206-553-3060, 206-684-2029 for TTY users, to get a certification form or use the RRFP Application Form [.PDF 435KB 2 pages], and have your doctor fill it out before you go to Metro to register.

Temporary Permit

You can qualify for a temporary Regional Reduced Fare Permit if you meet one of the following criteria:

  • you are currently eligible for Social Security Disability benefits (SSDI) or currently receive Supplemental Social Security (SSI) due to a disability; OR
  • you have a valid Medicare card from the Social Security Administration; OR
  • you have a valid ADA paratransit card from outside the region.
